The Public Safety Report is compiled from criminal complaints filed in state and federal courts, as well as some police blotter information, trooper dispatches, fire department reports and interviews with public safety officials. Individuals named as arrested and/or charged with crimes in this report are presumed innocent until proved guilty in a court of law.
Fraud
A Laurene Street resident reported to Fairbanks police on Wednesday that someone sent him or her a fake check when purchasing baseball cards from Craigslist, Fairbanks police records stated. The case was referred to the FBI.
DUI
• Johnny Ward, 31, of Fairbanks was charged with driving under the influence of alcohol and refusal to submit to a chemical breath test after he was stopped Tuesday for failing to wear a seat belt, court records stated.
Ward reportedly admitted that he had consumed alcohol.
• Shawn Conell, 34, of Fairbanks was charged with driving under the influence of alcohol after authorities stopped Conell last weekend for failing to stop at a stop sign, court records stated.
Conell reportedly possessed a bottle of Crown Royal and registered 0.180 on a chemical breath test, records stated. The legal limit is 0.08.
• Clark Monroe, 57, of Fairbanks was charged with driving under the influence of alcohol after getting his vehicle stuck on Tuesday.
Court records state that he registered 0.257 on a chemical breath test.
• Guy Wayne Pluard, 27, was charged with driving under the influence of alcohol, driving with a suspended license and sixth-degree drugs misconduct Tuesday, court records stated.
An Alaska State Trooper contacted Pluard on Gold Mine Trail, where he was sitting in an idling vehicle, records stated.
Pluard registered 0.172 on a chemical breath test and is accused of possessing a marijuana pipe, records stated.
• Kayla D. Warnick, 20, of North Pole was charged with driving under the influence of alcohol, refusal to submit to a chemical breath test, minor consuming alcohol and minor operating a vehicle after consuming.
Authorities contacted Warnick on Tuesday at 2:30 a.m. for driving without her headlights turned on, court records stated. She admitted to drinking one beer.
Assault
• Freda Ann Andre, 46, of Fairbanks was charged with fourth-degree assault stemming from an allegation she slapped her boyfriend in the face Tuesday, court records stated.
• Lennon Duncan, 24, of Fairbanks was charged with fourth-degree assault stemming from allegations he slapped his girlfriend, threw her onto a bed and shoved her against a wall Tuesday, court records stated.
Multiple charges
A 29-year-old Kaltag man faces charges of third-degree assault and fourth-degree weapons misconduct based on allegations he was drunk when he handled weapons over the weekend, court records stated.
Clifford Semaken is accused of waving a shotgun and hours later pointing a rifle at someone and then firing it, records stated. No one was hurt.
